Public Engagement Projects:
North Lake Shore Drive Phase I: IDOT/CDOT
Objective: To reconstruct the seven miles of the City of Chicago’s iconic boulevard utilizing Context Sensitive Solutions.
Challenge: To bring all of the varied interests to the table to garner robust input and solidify an understanding of the project’s direction.
Services: Public engagement strategy, advisory committees, public meetings, event publicity and materials, elected officials outreach, project logo design, project website creation and maintenance, language translation (Spanish), traditional and social media (Facebook, Twitter and Flickr accounts).
Solutions: Metro Strategies created numerous outlets for the public to be able to learn about and comment on the project. This included creating an extensive task force system to engage and inform interested stakeholders. Metro Strategies routinely reviews and translates technical documents to make them more understandable for the general public, stakeholders and the media and advises on critical community needs and issues.
Stormwater Management Master Plan Pilot Study: MWRD
Objective: To investigate urban flooding issues and evaluate potential green infrastructure solutions in Harwood Heights, one of five communities partnering with MWRD to develop a community-based and supported master plan.
Challenge: Widespread, urban flooding due to storm sewer system overload during rainfall caused by stormwater runoff from highly impervious, dense residential development with obstacles for traditional storage.
Services: Three public meetings, multiple pop-up meetings, educational expo, online surveys, stakeholder interviews, online alternatives platform, language translation (Polish), future public outreach recommendations, traditional and social media.
Solutions: Metro Strategies used a combination of stakeholder interviews, online surveys and public meetings to determine the level of understanding of the issues and interest in solutions available to reduce flooding. Based on the findings, which indicated unfamiliarity with green infrastructure, Metro Strategies developed and hosted a stormwater educational expo as well as multiple pop-up meetings to share information and increase awareness. By the end of the project, surveys indicated that residents prefer a combination of gray and green infrastructure.
80/90 PUSH: Indiana Toll Road Concession Company
Objective: To rehabilitate the pavement and bridges within a 73-mile segment of the Toll Road from Lake Station to Elkhart.
Challenge: Construction of this $200M project will last from April 2016 through December 2017, resulting in multiple ramp, lane and local road closures.
Services: Public relations strategies and implementation, stakeholder coordination, 24/7 hotline management, project website, social media, text updates, open house events.
Solutions: Metro Strategies regularly communicates construction updates with emergency service providers, the public and the media through a variety of platforms. This includes working closely with local communities and institutions to identify specific concerns and major events that require consideration during construction. The project team also coordinates with local businesses when interchange work will affect access to their facilities.
Connecting Cook County Long Range Transportation Plan: Cook County
Objective: To develop a comprehensive, long range plan that improves the overall transportation network and contributes to economic growth and quality of life.
Challenge: To review all modes of transportation and identify priority investments so that people and goods move through the County safely and efficiently, whether by foot, bike, car, bus, truck or train.
Services: Outreach strategies, plan review, policy guidance, advisory committees, public meetings, project newsletters and brochures, interactive website platforms and kiosks, strategic communications, project website messaging, stakeholder database, branding, social media.
Solutions: Metro Strategies created and implemented multiple public engagement elements. This included placing kiosks equipped with interactive survey software at targeted high-volume locations to involve residents, business owners and members of the public. Metro Strategies provided expertise on community linkages and local and regional networks and evaluated the plan to ensure it serves as a blueprint and policy framework for a strengthened transportation system and community reinvestment platform for the region.
